A running bill (also called an RA bill or IPC, interim payment certificate) is the periodic bill a contractor raises for work completed to date. Errors in it delay payment, so it is worth getting the steps right.
What goes into a running bill
- Measured quantities: work done this period, taken from the measurement book (MB) and signed off by the site engineer.
- BOQ rates: each item is billed at the contract rate in the Bill of Quantities.
- Cumulative vs previous: the bill shows the cumulative work to date, less what was billed in earlier bills.
- Deductions: retention money, advance recovery, and tax deductions as per your contract.
- VAT: applied as the contract and invoice rules require.
Step-by-step
- Record quantities in the measurement book as work is completed, with dates and site references.
- Get the quantities checked and countersigned by the supervising engineer.
- Price each item at its BOQ rate and compute the cumulative amount.
- Subtract the previous bill to get this period's amount.
- Apply retention and advance recovery, then taxes.
- Attach the supporting documents your client asks for, and submit.
Mistakes that delay payment
- Quantities that do not match the measurement book.
- Using a rate that is not in the contract BOQ.
- Forgetting to recover the advance or apply retention, then being asked to correct it.
- A bill that does not tie back to the previous certified bill.
Bill formats and required attachments vary by client and project, so confirm them in your contract.
